Oito em cada 10 adultos acreditam que o uso de celulares nas
escolas deve ser proibido, conforme uma pesquisa feita pelo
Instituto Locomotiva e pela QuestionPro. Entre os pais, 82%
concordam com a proibição do aparelho nas unidades escolares, mesmo os
entrevistados sem filhos. Um projeto nacional para proibir o uso de celulares
em sala de aula está em elaboração pelo Ministério da Educação. Em Santa
Catarina, no entanto, uma lei de 2008 já proíbe a prática.
A percepção sobre a necessidade desta proibição é
compartilhada em todas as faixas etárias de adultos. No caso de pessoas com 61
anos ou mais, no entanto, o índice é ainda maior: 87% são a favor da proibição.
A pesquisa ainda revelou que 90% dos entrevistados concordam
que as crianças atualmente não brincam mais na rua devido ao uso do celular ou
para assistir televisão. Segundo o levantamento, 69% das pessoas acreditam que
a idade ideal para ter o primeiro celular é a partir dos 13 anos, mas 86%
concordam que os jovens desejam ter um celular antes dessa idade.
Efeitos negativos
Os entrevistados listaram também efeitos negativos que o uso
de celular na infância pode trazer, entre eles, o vício em tecnologia, o
aumento da ansiedade e da depressão, problemas de sono, desempenho escolar
prejudicado, dificuldades nas relações sociais e exposição ao cyberbullying.
Ao todo, foram entrevistadas 1.491 pessoas em todo o país,
entre 24 de junho a 8 de julho, abrangendo diversas regiões e perfis
socioeconômicos. A margem de erro é de 2,5 pontos percentuais, com nível de
confiança de 95%.
Projeto de lei elaborado pelo Ministério da Educação
O Ministério da Educação (MEC) deve divulgar ainda em
outubro um projeto de lei que irá proibir o uso de celulares em escolas
públicas e privadas no Brasil. Um relatório da Organização das Nações Unidas
para a Educação, a Ciência e a Cultura (Unesco), divulgado em julho, sugeriu
que os celulares fossem banidos de ambientes escolares.
Esse tipo de restrição já é adotada em países como França,
EUA, Finlândia, Itália, Espanha, Portugal, Holanda, Canadá, Suíça e México.
Nos últimos anos, o uso dos aparelhos em escolas tem se
tornado cada vez mais alvo de restrições, seja por parte das próprias escolas
ou de regulamentações municipais ou estaduais.
Em 28% das escolas urbanas e rurais do Brasil, o uso dos
aparelhos já é proibido. É o que aponta a pesquisa TIC Educação 2023, lançada
no início de agosto pelo Comitê Gestor da Internet no Brasil. Em cada 10
escolas, seis possuem algum tipo de regra sobre o uso de celular.
A pesquisa ainda mostra que a proibição do celular cresceu
entre as instituições que atendem somente alunos mais novos, passando de 32% em
2020 para 43% em 2023.
Levando em conta também escolas que possuem os anos finais
do ensino fundamental, a proibição cresceu de 10% para 21% no período. Nas
escolas com ensino médio, porém, somente 8% proibiram o acesso ao celular.
Como é em Santa Catarina
Santa Catarina tem uma lei de 2008 que proíbe o
uso dos aparelhos “nas salas de aula das escolas públicas e privadas no
Estado”, tanto por alunos quanto por funcionários.
De acordo com a Secretaria de Educação do Estado (SED), o
monitoramento é definido por cada unidade escolar. No caso da rede estadual de
ensino, os professores e equipe gestora são os responsáveis pela fiscalização.
